Federal Nicotine consumer laws in Australia are a lot more complex than they need to be.
When nicotine is sold in a combustible form like smoking it is governed by the Australian Competition & Consumer Commission (ACCC)
When nicotine is any other nicotine replacemnet therapy (NRT) products it is governed by the Therapeutic Goods Administration (TGA)

Laws On Nicotine Products
Below is the simplified version of federal laws pertaining to these products, for deeper details please click on relevent links.
Vaping
All Vaping products, associated accesories and products made to produce any of the components of a vaping product, with or without nicotine, is essentially banned/prohibited from legally being able to advertise, import, sell or manufacture in Australia unless one has a prescription from an Australian Doctor or speciacial TGA premission, then these products are only able to be purchased/sold legally via an Australian chemist. All other vaping products sold in Australia are sold illegally.
New Laws have just passed the senate and go into place on July 1, 2024.

NRT
All other nicotine replacement therapy (NRT) goods, for example:
nicotine sprays, inhalers, gums and patches are legal for retail purchase from age 12 without a prescription.
Snus/Pouches
Pouches that contain tobacco, like snus, have been banned in Australia since 1991, as part of a consumer product ban on all forms of smokeless tobacco products. This means other smokeless tobacco products such as chewing tobacco, snuff, and dissolvable tobacco sticks or tablets, are also banned from sale in Australia.
Heat Not Burn
Heat-not-burn products are not currently legal in Australia.
